The family requested contributions be made to a memorial fund for Crutcher’s four children.

But spokeswoman Amy Elliott says a full autopsy report and toxicology results for Terence Crutcher are not yet complete.

“We will stay vigilant as this process moves forward and join the others, peacefully, in demanding greater accountability and transparency from law enforcement”, she said. Someone on the police radio says, “I think he may have just been tasered”. “And we must remember that in our justice system, officer Shelby is innocent until proven guilty”, Fallin said.

The possible penalty for conviction on first-degree manslaughter in Oklahoma is four years to life, according to Susan Witt, the spokeswoman for the district attorney’s office.

Tulsa Police Chief Chuck Jordan told the New York Times that Crutcher was unarmed at the time he was shot, and there was no weapon in the vehicle.

An Oklahoma police officer has been charged with first-degree manslaughter “in the heat of passion” over the fatal shooting of a black motorist.

CNN reached out to Scott Wood, the attorney for Shelby, but has not received a response.

Dashboard camera and aerial footage of the shooting and its aftermath showed Mr Crutcher walking away from Shelby with his arms in the air. He is then shot once by officer Betty Shelby and falls to the ground.

Mr Crutcher was also struck with a stun gun by another officer, Tyler Turnbough, police said. And police said Crutcher did not have a gun on him or in his vehicle.

According to an arrest affidavit, Shelby told investigators “that she was in fear for her life and thought Crutcher was going to kill her”.

Another officer who perceived the same threat deployed his Taser at the same time Shelby fired her weapon, Wood said. He walks away from Shelby towards his auto. A man inside a police helicopter overhead says: “That looks like a bad dude, too”. Police did find PCP in the vehicle which might explain Crutcher’s silence and refusal to obey verbal commands. According to the police, he was Tasered by officer Tyler Turnbough and shot by Shelby.
