Suspect arrested in Charlotte protester’s death

Police said Carr was wounded in a protester-on-protester incident Wednesday night during demonstrations over the police shooting of Keith Lamont Scott, which was caught on police dashboard and bodycam videos.

Charlotte-Mecklenburg Police Department Chief Kerr Putney announced that 21-year-old Rayquan Borum had been arrested and charged with killing Carr, local Charlotte outlet WSOC reported.

Witness accounts have been conflicted regarding the alleged shooter, with some claiming that Carr was shot by police and others claiming that he was killed by a civilian. Scott’s wife yells several times, before gunshots are heard. “He just took his medicine”, she tells officers. Police have said Scott was shot after he refused to drop a gun following multiple orders to do so, but his family has said he was carrying a book during the confrontation.

Demonstrators briefly blocked streets but were quickly moved and were allowed to remain past the midnight to 6 a.m. curfew imposed by Charlotte Mayor Jennifer Roberts because the gathering was largely peaceful.

Police said two officers were treated after being sprayed with a chemical agent by demonstrators, but there were no serious injuries. They stood at the corner where he was shot and prayed for him. Charlotte Mayor Jennifer Roberts said that the footage should be made public but “the question is on the timing”, saying that she listened to officials who argued that releasing it too soon could deteriorate the integrity of the investigation.
