Police released the more comprehensive transcript of the conversation between Mateen and the negotiator. The dispatcher explains that the police negotiators are calling from a fire department communications center, where it’s quieter.
Mateen later retracted his claim, saying the vest was “like, you know, to go out to a wedding”.
Negotiator: Well, I understand that, but the fact that you appreciate it or not doesn’t matter at this point. “I fasted the whole day and I prayed”, he said. Mateen was in the nightclub’s bathroom with several hostages, police said.
The city of Orlando had originally opposed the release and said that the calls would not fall under public records laws, but the Federal Bureau of Investigation, which is investigating the shooting, said that the calls would not impact its case. The negotiator asked if Mateen, armed with a Sig Sauer MCX assault rifle and a glock semiautomatic handgun, had been injured.
Mateen compared himself to other terrorists behind U.S. attacks, saying: “My homeboy Tamerlan Tsarnaev did his thing on the Boston Marathon”. A US led coalition has targeted Islamic State group militants with airstrikes in those two countries. The gunman also warns the negotiator that in the next few days, there will be more of this type of action.
“Just let it be known it’s going to be done in the name of the Islamic State, even though it’s not (expletive) air strikes, it’s (expletive) strikes here, OK?”
In another call three minutes later a victim says: “We’re at Pulse, there’s a shooting”.
Andy asked Mateen one last time to come outside and tell his message so it “rings true from you”.
The city of Orlando did not provide the audio recording of the conversation between Mateen and the negotiator.
The last phone call ended at 3:25 a.m., with the shooter saying he was annoyed by the police calls and answering questions by saying “no.no. no.no. no.no. no”.
During a third call with Mateen, the gunman told the negotiator he was annoying and that he wasn’t going to come outside.

The Orlando Sentinel and two dozen other media organizations have been involved in a legal battle to have all the calls released.
