He added that Prime Minister Narendra Modi’s attitude and policy towards Pakistan has been “consistent” from day one.

She also noted that the land of Taxila, which lies 20 miles north-west of Islamabad, an important and great learning place of ancient times, “is now host to the Ivy League of terrorism”. “Peace between India and Pakistan can not be finally achieved without resolution to the Kashmir dispute”.

A picture of Hizbul Mujahideen commander Burhan Muzaffar Wani is held up during a rally condemning the violence in Kashmir in Islamabad on July 24. Both India and Pakistan are significant countries in the region.

Pakistan has rejected the allegation and accused India of apportioning blame before the incident had been investigated properly.

“With the approval of authorities, many terrorist organisations raise funds openly in flagrant violation of Pakistan’s global obligations”, Gambhir said.

“We heard the glorification of a terrorist”.

More than 80 people were killed and hundreds more injured.

Sharif praised Wani as “as the symbol of the latest Kashmiri Intifada, a popular and peaceful freedom movement”, drawing an immediate response from the Indian foreign ministry. The issue brought out unity in the Indian Polity and leaders from all the political parties slammed Nawaz Sharif and Pakistan.

“We are open to discussing all measures of restraint and responsibility with India, in any forum or format and without any conditions”, Sharif said.

According to a statement by the Pakistan Mission to the UN, Mr Sharif handed over a dossier containing information of alleged human rights violations by India.

Criticising Sharif for glorifying a self-confessed militant, India said it “will not succumb to blackmail tactics of the Pakistan Government that seems eager to use terrorism as policy”.

“Pakistan wants to solve the issues diplomatically and was ready for negotiation with India, but such forms of dialogue between the two nations should be unconditional”, he said while talking to a private TV channel.

Akbar, addressing a press conference moments after Nawaz’s speech at India’s permanent mission, remarked it was very unusual that Pakistan had termed the “terrorist” a “hero”.
