It is unclear whether there is anything in his hands. Plainclothes officers were sitting in an unmarked auto at an apartment complex preparing to serve an arrest warrant against someone else when Scott pulled in beside them, the department said.

Charlotte-Mecklenburg Police Chief Kerr Putney says that he decided to make the videos available after confirming they would not interfere with the investigation. Officer Vinson fired his issued service weapon, striking Mr. Scott.
Sunday’s Panthers game against the Minnesota Vikings has been declared an “Extraordinary Event” by the Interim City Manager of Charlotte.
Demonstrators make a line across the road after curfew while protesting the police shooting of Keith Scott in Charlotte, North Carolina, September 25.
Marchers on Saturday evening focused their demands squarely on stopping police violence, after on previous evenings protesters’ priority was release of police tapes. He was an American citizen who deserved better. He said officials’ delay in releasing the videos was due to protecting the integrity of their investigation.
Putney also said Saturday there is more video.
This new video shows a different angle from the ones released by Charlotte police and local/state authorities and clearly showe Scott walking backwards with his hands at his sides before his death. Nobody has made that claim, but there is the claim that when they came back armed and ready to go after him, he was ordered to step out of the vehicle and to show his hands. After Mr. Scott was shot multiple times and fell to the ground, his moans could be heard as officers handcuffed him. “So I’m not sure how these officers were able from their position seated in their vehicle to see Mr. Scott rolling a joint and then conclude that’s criminal activity occurring that’s so egregious and outrageous that they need to leave their post and deal with that”. The picture picks up on Scott on the ground, as an officer yells for handcuffs.
The officer who shot Scott was not wearing a body camera, police have said.
An officer asks for medical equipment and says, “We need to hold the wound”. There have been marches each night since Keith Lamont Scott was shot to death Tuesday by police.
The shaky video shows an officer approach with his gun drawn and another officer already pointing his gun at Scott.
The fatal shooting Tuesday of Keith Lamont Scott, the latest in a string of police-involved killings of black men that have fueled outrage across America, ignited sometimes violent protests that left one man dead.
“Due to the combination of illegal drugs and the gun Mr. Scott had in his possession, officers made a decision to take enforcement action for public safety concerns”, the report states. The officer is also black. The gun was loaded and had Scott’s fingerprints and DNA, according to police. “Mr. Scott refused to follow the officers’ repeated verbal commands”, the report states. A uniformed officer tried to use a baton to break out a window on Scott’s SUV, the narrative states.
“Officer Vinson perceived Mr Scott’s actions and movements as an imminent physical threat to himself and the other officers”, the police added.
“Due to the combination of illegal drugs and the gun Mr. Scott had in his possession, officers chose to take enforcement action for public safety concerns”, the document said.
Attorneys for the family say Scott looks to be complying with police.

In the dashboard cam video, officers are heard shouting, “Drop the gun”. “That is the most important question”, Bamberg said. “But what we do see is compelling evidence that, when you put all the pieces together, supports that”.
