There is a gap when it comes to the support between provisions that allow people to have insurance without respect to preexisting conditions, as well as the mechanisms of making sure that both sick people and healthy people enroll in coverage.

Insurers couldn’t limit coverage or charge more for the plans, either.
The deadline to get insurance coverage for 2017 through the Affordable Care Act is Tuesday, Jan. 31.
The authors suggest that the replacement plan most likely to provide both coverage and access to care for those with a chronic illness would be a “comprehensive Medicare-for-All” plan.
Instead, Trump spoke about “all the people that have already lost their health insurance that liked it”.

The U.S. Department of Health and Human Services reported 8.8 million Americans signed up for coverage through the marketplace as of January 14, or about 100,000 more than that time previous year. That would take the place of the uncompensated care program, where the federal government and states reimburse a portion of this cost.
