House GOP struggles for consensus on replacing health law

Those differences – along with the apparently slow progress in drafting actual legislation that could be scored by the Congressional Budget Office on cost and coverage impact – underscore the struggle Republicans face while dismantling Obamacare and establishing an alternative system.

The odds of such legislation getting through the Senate are vanishingly small, even though (a) no Democratic votes would be necessary and (b) all non-freshman Senate Republicans voted for it a year ago, when of course they knew it would not become law.
