Two governors urge Perry to help keep U.S. in Paris climate pact
India and China are on track to do better on their respective pledges to cut greenhouse gas emissions under the Paris Accord, so much so that they may be able to compensate globally for the imminent failure of the U.S. to deliver because of President Donald Trump’s rollback of mitigation measures initiated by his predecessor Barack Obama. Chinese negotiator Su Wei made this clear when he explained his government’s position that the goal of the Paris Agreement is to “reinforce and enhance” the UNFCCC, not rewrite it.

His secretary of state was a CEO of oil giant ExxonMobil, and the Environmental Protection Agency head an anti-climate litigator.
Coming foremost to mind here are the regulations limiting Carbon dioxide emissions meant to achieve a reduction in the rate of global warming.
“In short, while the USA dithers along in a cosmically stupid dispute over whether science is real, China is tackling climate change with all guns blazing”.
President Trump’s actions to revitalise the coal industry in the USA and to de-regulate oil and gas are unlikely to rapidly increase emissions before 2030 says the study from the Climate Action Tracker. To do so, they argue, would make the United States more competitive with other industrialized nations – particularly if tax relief were coupled with a substantial amelioration of federal regulations. “We’re better served by being at that table than leaving the table”, Tillerson said during his confirmation hearing, in response to a question on the accord.
But this type of multilateral discussion involves much diplomatic give-and-take on a wide range of political and economic issues of national interest.
The dangers associated with global warming beyond 1.5 degrees will be devastating, including damage to India’s agriculture and food security.
Last week, the White House said Trump would announce a decision after he returns from the May 26-27 Group of Seven summit in Italy.
“We are working very hard, our Italian friends are working very hard on a strong outcome”, Jochen Flasbarth, a senior official in Germany’s environment ministry, said Thursday at the end of a two-week meeting on climate change in Bonn, Germany. We also know that PM Narendra Modi is closely associated with the Adani Group, and the Adani name has appeared several times with respect to black money investigations.
Trump has expressed doubts that climate change is man-made and made a campaign pledge to “cancel” the deal and instead promote the coal industry.
However, nothing requires the Senate to hold an up-or-down vote on the Paris climate agreement if Trump submits it to them.
“Let’s dream big! Let’s act bigger!” a rosy-cheeked panel moderator said after a discussion that did not mention the United States administration.
But this comes with uncertainty. Although the Senate has not voted on this ratification, the terms of the treaty include a four year procedure for withdrawal, if the G.O.P. has its way.
United Nations climate chief Patricia Espinosa said yesterday: “I personally have met with the head of the (US) delegation a couple of times and. he’s just very open in repeating: “Our position is under review”.
For Adow, China will be key in cranking up the pressure in the coming weeks.
When the U.S. and China jointly ratified the deal, Barack Obama suggested it could become regarded as the moment humanity finally made a decision to save itself.

On Sunday, Beijing hosted a meeting on global trade, attended by the leaders of such countries as Russia, Argentina, Belarus, Indonesia, the Philippines, Switzerland and Turkey. Taken literally, this pledge can not be fulfilled, since the agreement has already been ratified by a hundred and forty-five countries, including the United States, and formally entered into force four days before the election. “We, developed and developing countries together, will defend the Paris Agreement. We believe maintaining this commitment and the USA leadership on climate change is the right action for the protection of our children, grandchildren and future generations”.
