Undercover officers wearing bulletproof vests were stationed at the rear of the house and they ordered Mr. Ball-Bey and the other man to stop and drop their guns.

Activists said the police response was unnecessarily “militaristic” and an affront to free-speech rights.

Wooten said Ball-Bey did not live in the community and was in the area visiting relatives, but not at the house where police were serving the warrant, he said.

“There are so many variables”, said Graham. “Rosie is profoundly appreciative for the work the Ocean County Prosecutor’s Office has done and the diligence of the local police”.
