According to the report, Lucy Giffen, 39, was on the way to a toy library with her kids when she heard some noise for help.
When she listened it carefully, she found out that someone was calling for help from the nearby public toilet.
He immediately called police for help, and they managed to free him up.
The woman later explained “We walked past and I thought I could hear someone shouting and banging on doors so I went back – I did think I was hearing things”.
She added “I called the police and they had to get someone to come and release him”.
Later, a spokesman from the council apologized to the man and he was offered food before leaving.
