Ann Jones, chair of the National Federation of Women’s Institutes-Wales (NFWI-Wales), said the new law should be seen as a step in a longer process rather than a “silver bullet”.
In the rest of the United Kingdom, the opt-in system still applies, although ministers in Scotland and Northern Ireland are thought to be watching what happens in Wales closely.
