“I want to thank President of the Republic of Korea Park Geun-hye and Prime Minister of Japan Shinzo Abe for their participation in the oceanarium opening”, Putin said during a tour of the Primorye Oceanarium on the sidelines of an global economic forum. It is unusual to establish a ministerial post dedicated to economic cooperation with a specific country. The Japanese government asked companies to take part, demonstrating cooperation between Japan’s public and private sectors.

The editorial said that Japan Prime Minister Shinzo Abe was planning to prioritise economic cooperation with Russian Federation, despite the lack of progress in their long-standing territorial dispute over the Kuril Islands chain, which stretches from the Japanese island of Hokkaido to the southern tip of Russia’s Kamchatka peninsula. For its part, the country’s Ministry of Foreign Affairs could oppose Abe’s stance and the emerging framework of bilateral cooperation with Russian Federation.

“The Ukrainian crisis wasn’t our fault”. The territorial row over the island chain, seized by Soviet troops at the end of World War Two, has upset diplomatic relations ever since, precluding a formal peace treaty betweenthe two countries.

“There is an intention to continue dialogue on the peace treaty that is expected to resolve the territorial dispute”.

Japan, through all its talks with Russian Federation, should keep urging Moscow to obey worldwide law and start respecting the global order again.

“We are now sensing the readiness of our Japanese partners to discuss issues tied to joint business activities on the islands”, Lavrov said, adding that the countries were also mulling humanitarian cooperation.

The forum includes 52 sessions and five business dialogues between Russian Federation and partners from China, Japan, the Republic of Korea, ASEAN and Germany, discussing a range of issues regarding business opportunities in infrastructure, energy, aquaculture, tourism, intellectual economy, education-training in Asia-Pacific, manufacturing, forestry, among others.
