Nearly two years after an unarmed man was shot to death by an off duty police officer outside a shopping center, community activists gathered outside Houston police headquarters calling upon authorities to release a video connected with the shooting.

Mayor Annise Parker said it was a coincidence that officials released the video the same day the lawsuit was filed and that such videos should be released in the interest of transparency after investigations are complete.

Here’s what the city released Wednesday.

Janet Baker, right, filed a federal lawsuit against the Houston Police Department over her son’s shooting death by an off-duty officer in 2014. Castro then fatally shot the unarmed 26-year-old man.

Castro told investigators Baker reached for his waistband and charged Castro; that’s when the officer said he feared for his life and shot Baker once in the chest. Baker can be seen riding his bicycle in the strip mall parking lot when he is stopped by Castro, who is in a vehicle.

A grand jury declined to indict Castro last December, citing a lack of evidence. He declined to describe the video’s contents.
