Armenians fire at Azerbaijani civilians

Armenian troops also violated the ceasefire with Azerbaijan on the contact line in Terter during the OSCE monitoring with the participation of the Minsk Group co-chairs. “The use of heavy weapons, such as mortars and rocket launchers, is unacceptable”, the statement notes. “We deeply regret the casualties among innocent civilians and expect the sides to take every step to avoid violence”, the mediators said. We raised existing proposals designed to stabilize the security situation and create a more constructive atmosphere for negotiations.

“The rejection of the Co-Chairs’ targeted public appeal on the creation of the mechanism of investigation of the incidents reveals Baku’s intention to undermine the efforts of Armenia and the Co-Chair countries, aimed at the peaceful resolution of the Nagorno-Karabakh conflict”. I encourage them to find the opportunity to allow the discussions of their future in the region and secondly to support programs that could bring Armenians and Azerbaijanis together. I do not know in general the results of that meeting, but at least the Co-Chairs discussed the implementation of the agreement which was achieved at the level of the Presidents of France, Azerbaijan and Armenia on the exchange of the data on the missing 2 persons.

“During our line of contact crossing, repeated gunfire forced OSCE monitors to take cover”.

Field Assistant Yevgeny Sharov (Ukraine) and staff member of the Office Peter Svedberg conducted the monitoring from the opposite side. It also underscores the need for the OSCE to have the ability to investigate violations of the ceasefire.
