The England under-21 worldwide becomes Arsenal’s third signing of the summer transfer window, transfer is subject to the completion of regulatory processes, joining Switzerland midfielder Granit Xhaka and Japan forward Takuma Asano.
The England under-21 global was part of Gareth Southgate’s Toulon Tournament winning side earlier in the summer where he played alongside Calum Chambers.
The defender was also a target for AFC Bournemouth but the Gunners beat them to the signing.
Bolton endured a tough campaign in 2015-16 as they were relegated from the Championship, but Holding garnered much individual praise and was voted the club’s player of the season.
Holding told the club’s official website: “It’s something you dream of as a kid – I can’t wait to get started”.
Harding follows Granit Xhaka and Takuma Asano in moving to the Emirates Stadium but it remains to be seen if he will be involved with the first team straight away.
