In his report in which he recommended President’s rule in the state, Arunachal Pradesh Governor JP Rajkhowa’s has claimed that a minister tried to assault him.
The Governor also directed the chief secretary to immediately seal the offices of the former chief minister, ministers and parliamentary secretaries and to ensure that all government files, documents are taken in safe custody.
“Unless we get the grounds for recommending the President’s rule, we can not proceed”.
In the report, the Governor made 12 points advocating President’s rule. The 52-year-old Tuki, the eighth Chief Minister of the state, approached the Apex Court seeking its intervention to nullify the Central government’s recommendation to promulgate President’s rule in the state.Mr Tuki said Arunachal Pradesh is a peaceful state. The decision was attacked by Congress and other parties which called it a “murder” of democracy.
An earlier plea filed by Nabam Rebia, who was allegedly removed from the post of Speaker by rebel Congress and BJP MLAs in an assembly session held at a community hall in Itanagar on December 16, has listed out legal questions, including the Governor’s power to convene the assembly session without the aid and advice of the government for adjudication by the apex court. “Yes, that is why we want to see the report and that is why we want to hear the Attorney General”, the bench said.
He also accused state Governor Jyoti Prasad Rajkhowa of “premeditated malice”.
Union minister Kiren Rijiju, who hails from Arunachal Pradesh, tonight said President’s rule is imposed only in special cases but hit out at Congress saying it had imposed central rule more than 100 times in various states on “flimsy grounds”.
Mr. Rijiju said Congress must apologise to the people of Arunachal Pradesh for failing to remain as united, corruption free and accountable to the people.
Shortly, 14 rebel Congress MLAs were disqualified.
Arunachal Pradesh Governor Jyoti Prasad Rajkhowa has cited “cow slaughter” as a sign of complete collapse of law and order in the state while recommending President’s Rule, Indian Express reported on Thursday.

According to Rijiju, the Centre acted only when no option is left and the President is fully satisfied with the Cabinet decision.
