Ashton Carter’s Unexpected Visit to Iraq
The Islamic State of Iraq and the Levant (ISIL) carried out an attack against a Sunni military camp in the Bashiqa region of northern Iraq, wounding four Turkish soldiers.

Carter’s visit was largely aimed at fulfilling the USA administration’s wish to accelerate the war against the Syria- and Iraq-based terror group, despite reluctance from the Iraqi government about allowing the US a greater military role in the country, according to a report Wednesday by the Associated Press.
Kurdish official Hemin Hawrami said on Twitter that Kurdish peshmerga forces had repelled multiple attacks on Wednesday by the militants, who deployed nine auto bombs and eight suicide attacks.
Turkey deployed around 150 troops in the Bashiqa area earlier this month with the stated aim of training an Iraqi militia to fight ISIL.
Ankara insists the deployment was routine and necessary to protect the Turkish military trainers, while Baghdad said it was unauthorised and demanded the troops be withdrawn, protesting to members of the UN Security Council.
“An additional and extremely risky factor promoting worldwide tensions is the unlawful presence of the Turkish armed forces on Iraqi territory near the city of Mosul, which arrived there without a request and approval of the legitimate government of Iraq”, the Russian Foreign Ministry said in a statement.

She noted that 12 A-10 ground-attack planes remained at Incirlik, along with drones, Turkish F-16s and other aircraft from the US-led coalition, which has been bombing IS targets in Iraq and Syria for about 16 months.
In September, Iraq had appointed a new envoy to Saudi Arabia in an effort to normalize relations between the two nations.
Prime Minister Ahmet Davutoğlu was briefed about the clashes by the Turkish General Staff, sources said. “There are a number of complex relationships that the government of Iraq has to tend to”.
Vice President Joe Biden is calling on Turkey to withdraw any military forces that Iraq’s government hasn’t authorized.

At the start of a meeting with Prime Minister Haider al-Abadi, Carter said the US wants to help Iraq as it fights against IS in Ramadi and then later in Mosul. A key US priority is for Turkey to finally close a stretch of its border with Syria that IS controls on the Syrian side, denying the extremist group a crucial corridor for funneling foreign fighters into Syria.
