US Secretary of State John Kerry, left, Italian Foreign Minister Paolo Gentiloni, centre, and United Nations special envoy for Libya Martin Kobler shake hands after their press conference, following an global conference on Libya at the Ministry of Foreign Affairs in Rome, Sunday, Dec. 13, 2015.
“Obviously, he has a chance to meet with Lavrov all over the world”, the senior U.S. official said. It says Moscow expects to receive “necessary explanations” from Kerry about the Syria situation during the Tuesday meeting.
Yet, much as USA policymakers would like Putin to be a pariah, the Russian president has instead become a “sought-after essential partner, including for a lot of American allies”, according to Jatras. Mr Lavrov said the Islamic State (ISIS) issue was not limited to Syria, as the group was also active in Iraq, Afghanistan and Yemen.

State Department spokesman John Kirby in Washington rejected Russian claims of preconditions that must be reached for the next round of worldwide Syria talks to take place in NY on Friday.
Kerry called Lavrov the “co-convenor” of the talks and thanked him for his efforts “to lead us up now hopefully to getting to NY and building on the progress that’s been made”.
Washington and Moscow are the key powers in the process, leading talks through the 17-nation International Syria Support Group.
While in Paris on Monday, Kerry met with counterparts from Saudi Arabia, Qatar and Jordan as he prepared for the Moscow talks.
He also said that the meeting would cover the matter of Ukraine, with its continued division between the Western-backed government in Kiev and the Russian-backed separatists in its East.
Russia, which has dispatched air and naval forces – and some ground troops and advisors – to protect Assad has agreed to help Washington pursue the peace plan.
