As two groups of shooters continued to unleash what witnesses said were as many as 50 bullets, however, the 21-year-old woman started fleeing toward Gallier Street on the park’s west edge.

Carter said that around a half hour before the shooting, he had warned people inside his house not to go outside even for a cigarette. The two rushed to the hospital to check on the 14-year-old, who the friend said had been shot three times in the leg. Ten of the victims were women and seven were men, authorities said.

At least 10 of the victims were taken to the University Medical Center by EMS, WWL reported.

Police announced Monday that they had captured the gunman.

“A little boy, 10 years old, with a bullet in him wanted to serve his country as these other young men wanted to do everything they could to destroy theirs”, Landrieu said. “We’re not going to let that happen…. If you want to take back your community, you have to help us”.

New Orleans Mayor Mitch Landrieu is calling on people with knowledge of the incident to help police. They said that little information had been provided yet by the “hundreds of witnesses” who were in the park, as Harrison put, and he pleaded for cell phone video of the event.

Harrison noted that the event was unplanned and unpermitted event that grew to about 500 people.

Officers were nearby overseeing a neighborhood parade when they received reports of a large crowd at the playground.

New Orleans Police Superintendent Michael Harrison also was quoted by the “Times-Picayune” as saying, “no one has died at this time”. The motivation for the shooting is not known at this time and a police manhunt is underway for the perpetrators of the crime.

“These innocent people did not deserve to be shot”.

The staffing levels mean police are not able to do the community policing that is necessary to build bonds with citizens and get a sense of tensions building up before violence erupts, Sharf said.

“I’m appealing to anyone with a conscience”. The hundreds of people caught in the park scrambled over each other and a chain link fence to safety.

At the end of the day it’s really hard to police against a bunch of guys who decide to pull out guns and settle their disputes with 300 people in between them. “We’re going after these gunmen with everything we have”.
