The death toll continued to climb Friday as forensics teams combed the scene where a truck driver mowed down dozens revelers out for a fireworks display on the French seaside. The decision needs parliamentary approval.

Other experts agreed. “The high-impact/low-capability nature of the attack raises the risk of the repeated use of the tactic in France and allied countries in the coming months, as well as copycat attacks in the following days”, the head of HIS Jane’s Terrorism and Insurgency Research Center, Matthew Henman, said. Police shot the truck driver dead.

Christian Estrosi said flags would be lowered across the city on Friday.

Heightened security has been arranged for today’s stage at the Tour de France following the tragic attacks in Nice yesterday. French President Francois Hollande said Thursday night that it “can’t be denied” the attack was an act of terror.

It was not immediately clear who would have been behind the attack, but France has recently seen a spate of dramatic assaults from by jihadist groups, including the Islamic State group which straddles Iraq and Syria.

The man was known to police, authorities said.

The Paris prosecutor’s office opened an investigation for “murder, attempted murder in an organised group linked to a terrorist enterprise”.

Nader El Shafel, who filmed the truck, said, “I’m used to all of these actions in the Middle East but I was never this close to it”.

“I saw bodies flying like bowling pins along its route. I won’t forget the look of this policewoman who intercepted the killer”.

The AFP news agency reported that a young woman found the baby and took him home with her. “Bodies everywhere”, he said.

Estrosi said the truck was drivien by someone who appeared to have “completely premeditated behaviour”.

About 50 people were injured, 18 of them critically, in the incident on Thursday evening.
