When pilots apply for a ballooning certificate with the FAA, they are not required to disclose any prior drunken driving convictions, only drug convictions, said Patrick Cannon, a spokesman for the Balloon Federation of America trade group, who called that a loophole in the law.

The Rowans got married in February, said Brent Jones, the father of Sunday’s 5-year-old son, Jett.

On Monday, Caldwell County officials told reporters that dental records would be needed to make positive identifications and that they’re still not 100 percent sure why the balloon crashed. “Soon after takeoff, she stopped all communication”, he said.

The pilot of a hot air balloon that crashed in Texas, killing 16 people, was able to keep flying despite having at least four convictions for drunken driving in Missouri and twice spending time in prison.

Lirette, the ground crew supervisor for the balloon operator, Heart of Texas Hot Air Balloon Rides, described Nichols as his “best friend, boss and roommate”.

On Monday, CPS Energy said it’s employee Tressie Neill and her husband, Brian, were among the dead, according to CNN affiliate KSAT. But she says there “had been a mending” in their relationship in recent years. “And, at this point, I’m sorry to say that we do not”, said Sumwalt.

The FBI has found 14 personal electronic devices from those aboard the balloon, Sumwalt said. “He has done this for a very long time”. He said he told the passengers he was low on propane but didn’t say the tanks were empty.

“The power lines have been there for years – they’re like 15 stories tall”, NPR’s John Burnett reported on Here & Now. The basket of the balloon appears to have struck tall, high-voltage power lines in a field south of Austin and then burst into flames. “And the pilot lived about 10 miles away… he knew the route”.

But Philip Bryant, a suburban Houston balloonist who performs inspections of hot air balloons, is anxious that the federal government may react to Saturday’s crash by severely tightening regulations on pilots and balloon manufacturers more for show than to improve safety.

A drunken-driving conviction that occurs within three years of a previous conviction is grounds for suspension or revocation of a pilot’s license, according to the Federal Aviation Administration, which oversees hot air balloon regulations.

Brian surprised Tessie with “a trip to watch the sunrise by hot air balloon” for their wedding anniversary, according to the fund-raising page.

Bartch said she and Nichols remained friends and she helped him set up business operations in Texas in 2014.

A member of the National Transportation Safety Board, Robert Sumwalt, criticized what he called a “disparity” in the FAA requirements for balloon operators compared to plane or helicopter pilots. She pointed to a 2013 commercial balloon tour accident in Egypt that resulted in 19 deaths.

The NTSB responded this year that drug and alcohol testing programs are but one aspect of federal rules, and that the FAA misconstrued the intent of the safety recommendations.
