Bar owner calls suspect in would-be terror plot a panhandler
Emanuel Lutchman, 25, was charged with attempting to provide material support to ISIS, which carries a sentence of up to 20 years in prison and a $250,000 fine.

The statement said, “the defendant, claiming to receive direction from an overseas [Islamic State] member, planned to commit an armed attack against civilians at a restaurant/bar located in the Rochester, New York, area”.
According to the FBI, Lutchman and an informant went to a Wal-Mart store to buy knives, a machete, ski masks and plastic cable ties for the attack.
Prosecutors say Lutchman has a criminal history dating back to about 2006, which includes a conviction for robbery, as well as previous arrests under the mental hygiene law.
The plot underscores the threat IS poses “even in upstate NY but demonstrates our determination to immediately stop any who would cause harm in its name”, U.S. Attorney William J. Hochul Jr. said.
Lutchman appeared in US District Court for the Western District of NY yesterday.
Wednesday, the day he was arrested, Lutchman made a video on his cell phone in which he swore loyalty to ISIS leader Abu Bakr al-Baghdadi.
In New York’s Times Square, where one million people were expected to gather for the traditional ball drop ceremony, thousands of police officers were deployed, including hundreds who are part of a new anti-terror force.
Separately, New Year’s Eve festivities were cancelled in Brussels over a terror threat. The source said Lutchman wanted to sneak a bomb into the restaurant and kidnap some people to kill.
According to court papers, the overseas person told Lutchman he was “behind enemy lines” and Lutchman was the closest person to their most hated enemy: the United States.
“We just gotta show our allegiance [to ISIS]”.
Citing a lack of funds to obtain weapons, Lutchman finally settled on using knives or a machete for the attack, noting that his wife had a dagger, it is alleged.
This is the second ISIS arrest in Rochester, New York.
The city of Rochester has canceled its New Year’s Eve fireworks celebration tonight after the arrest of a man charged with providing material support to a terrorist organization and planning an attack at a local bar/restaurant.
“This is something that is going to be an ongoing challenge”, he said.

“I will take a life, I don’t have a problem with that”, the court papers quoted Lutchman as saying.
