Bar owner says suspect in would-be terror plot a panhandler
A 25-year-old man was arrested this week for allegedly plotting a terror attack Thursday night on a restaurant in upstate New York Thursday, federal investigators said.

“The FBI thwarted Emanuel Lutchman’s intent to kill civilians on New Year’s Eve”, said Special Agent in Charge Cohen.
Lutchman is facing charges of providing “material support” for terrorism, and faces a maximum penalty of 20 years in prison and a $250,000 fine.
The FBI said Lutchman had been collaborating with the informants since November and conversations between them were sometimes recorded.
Lutchman was described in court papers as having a criminal history stretching back a decade, including a 2006 robbery conviction that led to a five-year prison sentence and arrests for mental health issues.
Lutchman was arrested by the Federal Bureau of Investigation after he purchased ski masks, knives, duct tape and latex gloves from a Walmart on Tuesday. Prosecutors said the self-professed convert to Islam planned to use knives and machetes in the attack.
According to the criminal complaint, an individual in Syria instructed Lutchman to “do operations” and “kill 1000000s of kuffar” in order to prove his allegiance. The “accomplice” paid $40 for supplies to use in the attack, which Lutchman said an Islamic State member told him to carry out so that he could join the group, according to the criminal complaint. He pleaded guilty December 17 to attempting to support a terrorist organization.
Wednesday, the day he was arrested, Lutchman made a video on his cell phone in which he swore loyalty to ISIS leader Abu Bakr al-Baghdadi.
Rochester is located in the western part of NY state on Lake Ontario, more than 330 miles (530 kilometers) northwest of Manhattan.
U.S. Attorney William J. Hochul Jr. said the foiled plot underscores the threat ISIS poses “even in upstate NY but demonstrates our determination to immediately stop any who would cause harm in its name”. “Today law enforcement did their job well but the challenges we face have never been greater, and it is incumbent on every citizen to be diligent and responsible”, Cuomo said.
Authorities in major U.S. cities such as NY and Los Angeles are on high alert for an attack during well-attended New Year’s Eve festivities.

After Lutchman told the overseas person he hates it in the USA and was ready to “give everything up” to join the Islamic State, the person wrote online to Lutchman, “For now do wat u can over there”, the complaint said.
