The part on rebuilding suggests that Fallout 76 will feature some kind of construction and leadership feature in addition to typical wasteland wandering. You can still play and quest solo, but playing with others will have its advantages. Find other players holding the missing pieces. As the director of Fallout will attest, players can do whatever the hell they want with these silos.
