Bland case highlights some lax Texas state police practices
The senator’s comments are the latest in a series of developments to occur since Bland was found dead in her jail cell, where she’d hung herself with a plastic garbage bag, three days after Officer Brian Encinia stopped her for an improper lane change and arrested her on July 10, 2015.

A Texas grand jury decided on Monday not to issue indictments relating to the death of an African-American woman who died by hanging in an apparent suicide in her jail cell, a special prosecutor said.
Bland’s death sparked criticism of the trooper’s decision to arrest Bland in the first place, with some suggesting the trooper used excessive force and poor judgment.
The Texas Department of Public Safety published the full police dashcam video Wednesday showing the arrest of Sandra Bland in Texas, who died three days later in a police cell. Special prosecutor, Darrell Jordan said that “the case is still open”, and that the Grand Jury will reconvene next month to discuss other parts of the case.
“The grand jury has looked at all the evidence and found no evidence of murder”, he said. In August, they filed a wrongful death lawsuit against Waller County and state officials. “He flat out lied and said he de-escalated the situation”. Cannon Lambert, an attorney representing Bland’s family, said Monday the decision is consistent with what the family believes has so far been an attempt by authorities to cover up the events after Bland’s arrest.
“The family of Sandra Bland is confident that she was killed and did not commit suicide”, a lawyer for the family said in a statement in July.
The attorney for Bland’s parents had a press conference earlier Monday, questioning why the grand jury was taking so long, and questioning the entire process. “They investigated him for “official oppression” – that would be the charge – and then forwarded those findings to the grand jury”. He said he expects to file a motion in court asking a judge to compel Texas authorities to turn over the document.
“I can’t be asked to accept what they want me to accept without seeing anything, as a mom”, Reed-Veal told The Associated Press on Tuesday during an interview in Chicago. The panel could still separately consider charges on conduct related to the original arrest, he said.
Jordan also said the grand jury decided that no Waller County Jail employee would be charged. She was jailed with bond set at $5,000. Dash cam footage shows State Trooper Brian Encinia losing his temper, threatening Bland with a Taser after she refused to put out a cigarette and leave her vehicle. The director of the Department of Public Safety, Steve McCraw, has said Encinia violated internal policies of professionalism and courtesy.

Legal scholars say the U.S. Supreme Court has made clear an officer can order a motorist out of a vehicle, as Encinia did with Bland.
