North Atlantic Treaty Organisation Turkey has been widely accused by the United States and other countries of allowing the Islamic State (ISIS) group to use its borders to supply everything from fighters to fuel across vast territories it controls in Syria and Iraq.
The explosion occurred in a café in front of a cultural center and was followed by a fire, according to the newspaper.
A video posted on Facebook by one of the group of youth activists showed at least 20 people lying on the ground, some still alive.
In the Kobane attack, a suicide bomber detonated a car bomb at a checkpoint, killing two members of Kurdish security forces, as said by Rami Abdel Rahman, director of the Syrian Observatory for Human Rights.
The camp, which opened in January, shelters about 35,000 refugees who crossed The border after Islamic State jihadists seized Kobane a year ago. The city has become a symbol of Kurdish resistance against the group.
Kobani was also the scene of surprise ISIS attacks last month that killed more than 200 people.
