The Kremlin has refuted another report on the subject.

The government of Russian President Vladimir Putin has rejected claims by the New York-based Human Rights Watch that Russian air strikes in Syria may have caused dozens of civilian deaths.
“It is a well-known form of entertainment for many countries to look for a devil everywhere and continue demonizing Russian Federation”, Kremlin spokesman Dmitry Peskov said answering a journalist’s request to comment on Montenegrin Prime Minister Milo Dukanovic’s statement that Moscow is allegedly involved in organizing protests in Podgorica.
The two airstrikes, which were launched on 15 October, killed a total of 59 civilians, including 33 children and 12 women, in addition to a Free Syrian Army commander. The global body asked Russian Federation to investigate the report.
“I think that this report is probably one of those”, he added.
Peskov said that the Russian military have repeatedly said that in selecting the targets [for the airstrikes on the terrorist facilities] they give priority importance to “the civilian population safety”, using data supplies by the Syrian colleagues and colleagues from the coordination centre in Baghdad.
The Syrian National Coalition, the main Western-backed opposition group, says indiscriminate Russian aerial attacks are now the leading killer of civilians. Most recently, the Syrian-American Medical Society said Russian airstrikes hit nine hospitals in Syria this month, killing and wounding tens of staff and civilians.

Since September 2014, the U.S. along with a few of its allies has been conducting airstrikes against purported Daesh extremists inside Syria without any authorization from Damascus or a United Nations mandate.
