Congressional and White House negotiators made progress Tuesday on a must-pass spending bill to keep the federal government open days ahead of a deadline as President Donald Trump indicated that US funding for a border wall with Mexico could wait until September. With Democratic votes needed to pass the legislation, senior Republicans had no expectation of achieving the president’s most contentious policy objectives in the spending bill, and instead planned to include border security money that would not be designated specifically for a wall.

As for the wall, Trump’s campaign trope was repackaged awkwardly in a Sunday tweet as “Eventually, but at a later date so we can get started early, Mexico will be paying, in some form”.
Trump made the remarks Tuesday while signing an Executive Order promoting agriculture and rural prosperity in U.S.
Americans for Limited Government, a Fairfax, Virginia, conservative group, has launched a website to urge members of Congress to include money for the border wall in the short-term spending bill, and it warns that Congress’ failure to secure the money now will make it more hard later.

“I was just with him a little while ago, and he said we definitely, desperately need the wall”. Democrats have sought a one-to-one ratio in terms of spending increases.

Even though Republicans have the majority in Congress, they are nearly certain to need Democratic votes to pass the measure because their own party remains split over how much to spend on government functions.

Short-term funding measures, which are known as continuing resolutions and which cover periods of days or weeks, have been used to avert government shutdowns in the past. The White House has been exerting intense pressure on House GOP leaders to deliver any tangible legislative accomplishments ahead of Trump’s 100-day mark, something that has yet to occur aside from Senate confirmation of Supreme Court Justice Neil Gorsuch.
