“Burke has been the missing link in this whole thing because in 20 years, he’s never spoken”, he continued.

“Burke is not, and has never been, a suspect in this case”, Dr. Phil told ET.
Phil adds that Ramsey has grieved for his sister over the last 20 years and is “very private with his emotions”.
