A building under construction in Tel Aviv collapsed, trapping at least 18 people in the rubble, a lot of them construction workers, police said.

The death toll after a auto park collapsed while under construction in the Israeli city of Tel Aviv has risen to three, rescue workers say.
The four-story, underground parking garage was still under construction when it collapsed in a high-tech area of northern Tel Aviv.
A building collapse in the Israeli-occupied territories has left at least two people dead with no immediate information available on the cause of the incident.
“There are more people under the rubble”, Levi added.
Describing the scene as “very complicated”, he said rescue efforts could be ongoing for several days. Another person was in moderate condition, and 16 others were evacuated to nearby hospitals in light condition. Police official Moshe Edri said five people were believed to be still trapped. Search-and-rescue dogs were also at the scene.
More than 20 people were injured after the almost finished underground parking lot crumbled Monday in Ramat Hahayil, a business district where several hi-tech firms have opened their offices in the last few years. “They say some movement shook the building”, he said.
Some 58,000 Palestinians hold permits to work in Israel, and thousands more cross illegally for jobs.
Police were attempting to gain access to the site to find the construction workers who were still unaccounted for.
Israel has a high number of construction accidents, compared to other developed countries.
“There are people buried beneath the sand”, Yoram Levy, a spokesman for the firefighters, told Haaretz.

The economy ministry said in response that it would focus on enforcing construction industry regulations.
