California declares state of emergency over Los Angeles wildfire
A wildfire burning near the scenic Big Sur region on the California coast has grown to 30 square miles. Fire crews have made some gains against a massive wildfire burning in rugge.

Some evacuated residents were allowed to return to their homes Monday night, fire officials announced, with the exception of those living in areas still deemed too unsafe. When drones interfere with firefighting efforts, a wildfire has the potential to grow larger and cause more damage.

Los Angeles County Fire Chief Daryl Osby lamented the unwillingness of some residents to follow evacuation orders during the height of the battle against the flames, saying fire crews encountered residents while heading into the fire zone.
A week of triple-digit temperatures awaited the almost 3,000 firefighters battling flames in rugged terrain between Los Angeles and suburban Santa Clarita, where many homes are tucked into canyon lands. It was 40 percent contained.
Torlakson, the state’s superintendent of public instruction, is acting as the state’s chief executive because Gov. Jerry Brown who is at the Democratic National Convention with other top state officials, declared a state of emergency for the fire on Tuesday night.

The declaration issued Tuesday frees up state resources and temporarily sets aside regulations for the firefight and the recovery.
