California to extend most ambitious U.S. climate change law

Jim Nielsen, R-Gerber, said he supports the idea of cleaner air, but said SB 32 gives too much power to the California Air Resources Board, which has “repeatedly failed to produce basic performance reviews of its climate change programs”.

“This is big and I hope it sends a message across the country”, Brown said at the signing ceremony.

AB 197 has made a legislative committee to work on policies relating to climate change to assist in ensuring that the state’s actions to decrease GHG emissions have been taken with accountability and transparency. Jerry Brown on Thursday charted a new goal to further cut carbon pollution by extending and expanding the landmark climate change law. In addition, according to Brown, S.B.32 will help make it possible to reach the ultimate goal of reducing emissions 80% under 1990 levels by 2050.

“Our climate change policies today represent a turning of the page as it relates to focusing on people”, said Democratic Assemblyman Eduardo Garcia, who wrote AB 197. Fran Pavley, D-Agoura Hills, sets a new goal of reducing emissions 40 percent below 1990 levels by 2030, which Brown called the most aggressive target enacted by any government in North America. Brown, who has traveled the world promoting greenhouse-gas reduction efforts, issued an executive order a year ago setting those goals.

Despite pushing the climate goals through, the centerpiece of the state’s effort to combat global warming remains in jeopardy.

He said the legislative analyst also questioned the state’s methodology for calculating emission reductions.

The legislation is a priority for Brown. They also question how Democratic lawmakers with a majority in the legislature are using the money generated by fees paid in the cap and trade program. This bill reassures clean energy businesses and investors that California will stay open for business.

Assembly Speaker Anthony Rendon, D-Paramount, previously hailed the legislation as way to clean the air while improving the economy. “It’s a success story”. We’ve done so much on this front, and we can’t turn back now. He said that bills like SB 32 and AB 197 are extensive moves that have been keeping California on its path of huge innovation and environmental flexibility.

Los Angeles Mayor Eric Garcetti also hailed the legislation.

Ten years after California adopted the toughest greenhouse gas emission reduction goals in the nation, its tightened it.
