Nearly 40 percent of black males in Milwaukee between ages 24 and 54 lack a job, a rate four to five times higher than for whites, said Marc Levine, founding director of the University of Wisconsin Milwaukee’s Center for Economic Development. “Black people are afraid of the white parts of town”. The high school now has about 1,500 students. On the south and east sides, neighborhoods are whiter and wealthier. Poorer neighborhoods also receive a disproportionately high number of costly citations from police. They have their down-side, especially when it comes to community policing and dealing with incidents of domestic violence.
Another sister, Kimberly Neal, remembered a brother who “kept it real”, a high school graduate who played basketball, a contrast to “the man with a lengthy arrest record” described by police. The officer in front, Jason Bleichwehl, was sacked last month, but activists were disappointed that it was for “nondisciplinary reasons”.
So when police shot dead an armed black man after stopping his auto for “suspicious activity”, tempers ran out of control and parts of the city burned. Those protests dwindled in the ensuing weeks. The unidentified officer is 24 years old and has six years of service with the Milwaukee Police Department – three as an officer. The review, which will look at how police treat black residents, is expected to be completed next year. “When they see the wrong role model, this is what you get”. “Yes, too many of our young people are mired in frustration, hopelessness and crime”, Mr Rainey said. “Think about that feeling you had when you couldn’t find them, looking all over, and retracing your steps backwards”, the statement said.
Mayes lives in Sherman Park, a once-middle-class black neighborhood now scarred by empty lots and boarded-up buildings.
Initial peaceful protests after the killing were met by heavy-handed policing and this led to a bank and several police cars being set on fire. It’s unclear why those businesses were targeted. It was a surprise for those familiar with Milwaukee to hear Sherman Park mentioned by media in connection with such a troubling story.
An 18-year-old Milwaukee man was shot and wounded, apparently by another protester, in Sunday night’s violence. There were additional reports of shots fired, and one person was shot a couple blocks south of Burleigh on Sherman; the police felt constrained to use an armored vehicle to extract the victim, who was taken to a local hospital. Online court records showed a range of charges against Smith, many of them misdemeanors.
Officials were struggling with how to quell the unrest.
But Monday night, August 15, was much quieter after a citywide curfew for teenagers took effect at 10 p.m. Police said there were six arrests and no reports of major property damage. The park was closed before sundown, ahead of usual schedule. Some huddled, sang and called for calm. He was shot twice by a police officer.
Earlier on Sunday, the Wisconsin National Guard was activated, and 125 personnel were sent to the city. An extra 26 state troopers have been assigned to the county.
At a news conference Sunday afternoon, Flynn offered new details, revealing that the officer who opened fire was black and said body-camera video showed Smith had turned toward the officer and refused to drop his weapon.
That wasn’t enough for some residents, including members of Smith’s family. The chief said Smith was armed with a gun and pointed it at the officer. Across Milwaukee as a whole African-Americans have an average poverty rate of 40 percent.

Four officers have been injured, according to The Milwaukee Journal Sentinel. “But this guy that was shot, he is not one of them”.
