Rain will batter the north of England on Wednesday with up to 3in (80mm) falling on high ground and potentially in excess of 4.7in (120mm) in exposed locations – with most places seeing up to 1.5in (40mm).
Engineers have restored power to a further 1,062 customers in Lancashire and Greater Manchester after the flooding, but nearly 6,500 homes now remain without electricity.

Leeds City Council took the decision to close Linton Bridge, which carries traffic between the villages of Collingham and Linton, north of Leeds, when flooding of the River Wharfe made it structurally unsafe.
Bakery-owner Jayne Chew-Tetlaw said: “If Mytholmroyd was in Syria or down south we would see the Government handing out £50 million just like that, but because we are up north it’s like we don’t exist”.
The Environment Agency is advising people across the north of England to check their flood risk, prepare for flooding, particularly if travelling over the Christmas period. “And we’ll ask all those questions”, he said.
“I think it (the review) will lead to the conclusion that we will need to reassess all the defences right across the country to say what standard of protection have we now got based on current science and what standard of protection will be needed in the future in the face of this changing climate”, he said.
“My priority is making sure we have a good response effort, that we give families, communities all the help they need to make sure that we protect lives and we protect people’s homes”.
The Archbishop of York John Sentamu said flood waters were coming into his residence, Bishopthorpe Palace. “Clearly, in the light of that, we will be reviewing our flood defences”.
An inquiry is expected after the environment Agency decided not to activate the River Foss flood barrier – which has protected York for almost 30 years. “Many driven from their homes” he said, “Keep praying”.
The Environment Agency warned that “severe” flooding is expected in the days to come.
“Serious concerns have been voiced today at the Government’s cuts in flood defence spending since 2010”.
A 999 call handler told Mr Cameron how residents left without landline phone services had been further cut off by intermittent issues with mobile phone signal.
“As things stand, the number of staff who will be available to deal with flooding out of hours is due to fall”.
