The ACP said it welcomes to date the US$10 billion mobilised for the Green Climate Fund, which was established as an operating entity of the Financial Mechanism of the Convention, to provide support to ACP countries to reduce their greenhouse gas emissions.

Setting out its stall, French giant Engie says: “Transportation is one of the greatest sources of human-generated greenhouse-gas emissions”.

In a letter sent to US and worldwide leaders ahead of a global climate summit in Paris this month, Paxton and his West Virginia counterpart Patrick Morrisey said it would be dishonest for President Obama to make promises to cut carbon emissions just as they and other attorneys general are challenging the legality of the policy. “We have, therefore, initiated work to bring on board countries that get enough sunshine to undertake research and development for solar power equipment”.

India also plans to raise the issue of lack of commitment by developed countries on the finance and technology front.

A key goal of next week’s climate summit is to produce a deal that can keep the rise in global temperatures below 2 degrees Celsius.

Meanwhile, around the world, momentum is building, he said, pointing out that cities, businesses and investors, faith leaders and citizens are acting to reduce emissions and build resilience. Kerry had said India was being overcautious towards the proposed new global climate regime that Paris was expected to put a stamp on. Indian negotiators have long argued that developed countries should nudge their own populations into more sustainable lifestyles that would lead to less per capita emissions.

“We are riding on the wave of those 170 targets that have been submitted”, Stern said.

At COP21, the UC San Diego contingent will co-host with the government of Chile a side event on December 5 focusing on the state of climate change impacts on the oceans, which range from the deoxygenation of large regions of ocean depths to the gradual lowering of its pH as oceans take up a portion of the carbon dioxide that activities such as fossil fuel burning add to the atmosphere.
