Cauvery dispute: SC decision depicts failure of Karnataka government, says JDS
Overruling differences between the two states, the Cauvery Supervisory Committee on Monday ordered Karnataka to release 3,000 cusecs water per day to Tamil Nadu between September 21 and September 30.

Karnataka Chief Minister Siddaramaiah today termed the Supreme Court’s fresh order on release of Cauvery water to Tamil Nadu as “unimplementable” and called an all party and cabinet meeting tomorrow to decide the next step, even as prohibitory orders were enforced across Bengaluru. The meeting was attended by leaders of the Congress and the JD (S). Siddaramaiah said at the party meeting the Karnataka Government will brief everyone about Supreme Court’s order and soon after the all party meet, Karnataka government will have a cabinet meeting.
A decision by the State legislature against the release of Cauvery waters to Tamil Nadu would be binding on the executive as the legislature, like the Supreme Court, is also a Constitutional body having powers to take action against the executive for not adhering to its decisions, said legal experts. In this background, the Cabinet has decided torequest his Excellency the Governor to call a session of both the houses of the legislature on 23-09-2016 at 11 am.
Karnataka counsel Fali S Nariman was of the view that the state should release water and express its difficulty before the court on September 27, the date of the next hearing.
Karnataka has also been directed by the court to release 6000 cusecs of Cauvery water to Tamil Nadu daily between 21 and 27 September.
In Karnataka’s Mandya district, a series of pro-Kannada protests were organised on Tuesday, which included protesters eating mud and placing their slippers on their heads as expressions of their disagreement with the Supreme Court order. The government kept the opposition in dark and did not take the people and farmers into confidence. In the court on Tuesday, Karnataka had objected to apex court’s decision clarifying that they are only left with drinking water and nothing to spare for irrigation.
Parameshwara, who chaired the meeting of senior police and Home Ministry officials said, “We have discussed security arrangements to be made to prevent any untoward incidents, they (police officials) will do necessary arrangements”. “Everyone should cooperate”, added Siddaramaiah. It allowed Tamil Nadu and Karnataka to file objections to Cauvery supervisory committee report in 3 days.

The panel’s order sparked protests in the region, especially at Mandya, about 100km from here, by farmers and traders, which led to blocking of vehicular traffic between Bengaluru and Mysuru.
