Canfield Drive dawned Tuesday in absolute calm, as did the rest of Ferguson, on the second day after a state of emergency was declared in St. Louis County following the shooting incident Sunday night that authorities said was not connected to the protests in Brown’s memory.

But Ferguson’s mayor, James W. Knowles III, urged caution when deciding whether to lift the emergency.

New surveillance video released by police in Missouri Tuesday shows a man charged in an officer-involved shooting pointing a gun toward police. Prosecutors announced 10 charges against him – five counts of armed criminal action, four counts of first-degree assault on a lawenforcement officer and a firearms charge.

Police have said as many as six people who were part of two feuding groups unrelated to the protest were firing the shots. The suspect in the video has been identified as Tyrone Harris.

Shortly after midnight, the arrest total stood at nine, police said.

As shots are heard fired, Harris momentarily scatters with the rest of the crowd. And it was after the shots were fired that he pulled out his gun. On Sunday night, several businesses had been damaged. It was a far cry from the violence and tension that marred the previous two nights. Clergy members prayed in front of the building and spread oil on it, saying they were anointing it. The protesters were being processed and released “as quickly as can administratively be accomplished by the United States Marshal Service”, U.S. Attorney Richard Callahan said. The shooting happened as protesters nearby were marking the anniversary of Brown’s death.

Stenger said the state of emergency could be lifted as soon as Wednesday, depending upon how Tuesday night unfolded.

Pamela Meanes, the former president of the National Bar Association, also described “tension” in Ferguson following the shooting and resisted the mainstream media narrative of the violence in the city. Officers lined several blocks of West Florissant, rather than staying confined to a smaller area. To the west, an electronic sign near the police station advertised a farmer’s market.

In a separate protest held Monday night, protesters stopped traffic on Hwy 70 at the Blanchette Bridge.
