In the video released by the family, Scott’s wife also tells police that her husband had a TBI, or traumatic brain injury, and had just taken “his medicine”.
As the encounter escalates, she repeatedly urges police, “You better not shoot him”.
After the gunshots, Scott can be seen lying face-down on the ground while his wife says, “He better live”.
The video was recorded by Scott’s wife, Rakeyia Scott, on her cellphone and shows the end of her husband’s life.
Scott’s mother said if her son was alive, he wouldn’t stand for any rioting. It’s unclear if they are checking him for weapons or attempting to give first aid. Chief Putney has refused to do so, insisting that it may jeopardize the investigation into the killing.

Putney said he would eventually agree to the release of the video, adding: “It’s a matter of when and a matter of sequence”. “I do think it would help in terms of transparency to release that footage”, she said in an interview with CNN.
But Roberts said on CNN that she would prefer that the presidential candidates delay visits so security resources will not be stressed.
A state of emergency has been declared in North Carolina following days of unending protests against police brutality.
No one was arrested and no property was damaged.

Also late Friday, two Trump campaign officials said they were no longer planning a post-debate trip next week to the city. A suspect was arrested later. The largely peaceful demonstrations in the city’s business district were watched over by rifle-toting members of the National Guard.
