Laramie County School District 1 locked down two elementary schools in the area at the request of police shortly after the shootings.
Police spokesman Dan Long said he was taken for medical treatment in an ambulance, and died.
Eastman said she liked Rosenberg and they often went to yard sales together. He also said the gunman was found with both a handgun and a rifle.
Long described the gunman as an elderly male and says he was a resident of the complex on Cheyenne’s northeast side.
The shooting was reported at 11.11am Wednesday at the apartment complex at 3912 Gregg Way in Cheyenne. They have not been identified.
When officers approached Rosenberg, police say he shot himself with a handgun.

A description of the suspect was given by witnesses, which helped officers in locating Rosenberg at Hot Springs Avenue and Chestnut Drive.
The Apartments is said to have 32 affordable housing units for households with at least one member aged 62 or older, according to its website. Other reports indicate there might have been a fourth victim who is deceased, but police have not confirmed that information.
Two flower bouquets had been placed on grass under an aspen tree near the spot where the two victims were shot outside the complex.
