An officer responding to a “domestic disturbance” at a home on Chicago’s West Side on Saturday fatally shot a “combative subject”, Quintonio LeGrier, 19, according to the Chicago Police Department.

Friends and family of two people shot and killed by Chicago police are calling for answers about the shootings and change in the department.

Chicago Congressman Bobby Rush questioned police tactics in a statement released over the weekend. Officials are investigating patterns of racial bias in the use of force by Chicago police as well as how the department handles the accusations against officers.

The Justice Department launched an inquiry last week into the Chicago Police Department’s handling of an investigation into the 2014 shooting death of Laquan McDonald, 17, who was shot 16 times by a city police officer. The release of the video sparked persistent protests, forced the resignation of the city’s police chief and led to a wide-ranging civil rights investigation of the entire Chicago Police Department by the U.S. Department of Justice.

The shooting comes amid ongoing scrutiny of police after a series of deaths of African-Americans at the hands of officers gave rise to the Black Lives Matter movement. Her children range in age from 19 to 38 and include 19-year-old twins. The officers were responded to a dispatch stating that a man had called the police to report that someone was threatening his life and banging on his bedroom door with a baseball bat.

“Upon arrival, officers were confronted by a combative subject resulting in the discharging of the officer’s weapon, fatally wounding two individuals”, the statement said. It added the “female victim was accidentally struck”.

The second shooting is raising even more questions. Both LeGrier and Jones were black. Lumpkin was reportedly arguing with his brother, and police were called. “That showed that he was turning away” from police, she said. The relatives of Jones said that she was behind LeGrier and by the entrance to her apartment when the police opened fire.

Cheryl Dorsey, a retired Los Angeles police sergeant, asked why the Chicago police officers did not deploy tasers when LeGrier was unarmed.

The race of the police officers involved in Saturday’s response to a domestic disturbance has not been revealed. Only a relatively small number of Chicago’s 12,000 officers have body cameras, and there’s been no indication that any officers responding Saturday were wearing the devices.

Glover said Jones had planned to move from the apartment, where she held a family Christmas celebration Friday, because it lacked hot water and was unsafe. She lived downstairs from the LeGrier family and had just hosted Christmas dinner for her family. He was a student, he worked hard, he cared about people.

Cooksey said her son was shot seven times-including once in the buttocks.

LeGrier’s family said the Northern Illinois University student suffered from a mental illness, WLS had reported, but on Sunday Cooksey disputed that characterization. Person said the son’s refusal to go caused friction, but he downplayed the severity of the argument. “He wasn’t just a thug on the street”, his mother said Sunday.

His mother, Janet Cooksey, said Sunday that her son had started to struggle emotionally after he began attending school and was hospitalized for a day.

“There are serious questions about yesterday’s shootings that must be answered in full by the Independent Police Review Authority’s investigation”. The quasi-independent IPRA has come under sharp criticism for clearing officers involved in shootings of wrongdoing in the vast majority of cases in recent years.
