Van Dyke, who has been charged with first-degree murder, has pleaded innocent to the charges.
After the release of the emails, Adam Collins, a spokesman for the mayor, told The Chicago Sun-Times that “City Hall was never involved with [the Independent Police Review Authority’s] investigation of McDonald”.
In May, Collins cautioned IPRA spokesman Larry Merritt to “tread lightly” when a reporter asked for an IPRA interview about the case.
His subject line on a December 10, 2014, email to fellow Emanuel staffers included the headline in one Chicago newspaper: “If Chicago police have video of teen shooting, let’s see it: advocates”.
More significantly, the release stressed “major reforms” and “policy revisions” that have been announced by the department in the wake of the McDonald video, such as implementing training for officers to “resolve confrontations using the least force necessary” and equipping every responding officer with Tasers by June 1.
Emanuel himself has maintained his opposition to releasing the McDonald video was based exclusively on his desire not to compromise an ongoing investigation.
Emanuel noted that on audio recordings of communications between dispatchers and officers on the scene the night of McDonald’s shooting, several officers can be heard “frantically” asking for a stun gun before the shooting.
ABC affiliate WLS-TV reported Thursday that hundreds of emails related to a separate officer-involved shooting, the April shooting that left teenager Laquan McDonald dead. In a late July email exchange, top Emanuel aides anxious about the perception of a cover-up and noted recent news stories.
The release of the video set off weeks of demonstrations and forced the resignation of Police Superintendent Garry McCarthy.
The body count in Chicago is national disgrace: Laquan McDonald, 17, killed by police in Chicago, Calvin Cross, 19, killed by police in Chicago, Cedric Chatman, 17, killed by police in Chicago, Joshua Madison, 21, killed by police in Chicago, Quintonio LeGrier, 19, killed by cops in Chicago, Betty R. Jones, 55, killed by police in Chicago.
