Chicago officers relieved of powers after suspect killed
Two Chicago Police officers were stripped of their police powers late Friday after top brass ruled they apparently broke department rules when they fired on two men in a stolen vehicle, killing one of the suspects.

Three police officers shot and killed an 18-year-old man on Thursday after he sideswiped a squad auto and another vehicle with a stolen Jaguar he was driving when police tried to arrest him, the Chicago Police Department said in a statement.
Another man who was shot by Chicago police, after he drove off in his vehicle as officers tried to stop him past year, said on Monday he wants the officers fired from the department, days after the IPRA issued a rare finding that the shooting was unjustified.
Police did not find a gun, either on the street or inside the stolen vehicle, department spokesman Anthony Guglielmi said Friday. A second person was in custody.
Guglielmi says police have questions about why the officers fired their weapons.
Escalante says investigators will review video from police body cameras and in-car cameras. The release said some officers were injured, but that their injuries were not considered life-threatening.
The Independent Police Review Authority (IRPA) claims that some officers were taken to the hospital. He said the suspect then put the Jaguar in drive, sideswiping a squad auto and a parked vehicle.
Glenn Evans filed a federal lawsuit Thursday arguing that the Independent Police Review Authority botched investigations against him and set him up for criminal charges by leaking reports to the media.
Officers then fired their service weapons, according to police. They are expected to be OK.
The United States has been embroiled for the past two years in a debate over excessive use of force by police against black men and women.
The man shot was identified Friday night as 18-year-old Paul O’Neal, of the 1700 block of East 70th Street, according to the Cook County medical examiner’s office.
One issue that the department and IPRA must address is whether officers followed department policy by shooting at the vehicle. Lamon Reccord is a friend of O’Neal and a well-known activist.
“It’s a heartbreak to see African Americans get gunned down by each other already and to see the police kill us as well, it’s time to abolish the bad police officers, ” Reccord added. Around 6:50 p.m., a robbery suspect was shot by policein the 6700-block of South May Street in the city’s Englewood neighborhood.

The vigil was held about 24 hours after the shooting, which took place when officers stopped a Jaguar S-type convertible reported stolen from Bolingbrook, police said.
