Chicago Police: Some Crimes Dropped in 2015; Homicides Rose
The city was rocked by protests last year after dash-cam video showing the shooting of 17-year-old Laquan McDonald was released.

Adam Collins, Emanuel’s spokesman, sent many emails to staffers about media stories written about the shooting, one with the subject line of an article named, “If Chicago police have video of teen shooting, let’s see it: advocates”.
In early December 2014, Scott Ando, head of the Independent Police Review Authority – publicly touted by the mayor as uniquely independent in its probes of police shootings – singled out the case.
“And in a few of those cases we reviewed, right away, we saw it was a matter of tactics, that the officers had put themselves in a position where they were in front of the auto”, he said.
The Associated Press reports that the emails show “the Chicago mayor’s office, police and the body that investigates police shootings closely coordinated their actions” following McDonald’s death. And while shootings increased, too, Chicago Police Department officials say overall crime decreased by 6 percent.
When the video was released, Emanuel’s staff began reaching out to his old contacts and associates from his time working for the Clintons to get PR advice on crafting talking points on how to address McDonald’s murder and the city’s silence on the issue for over a year. That could have delayed release of the video for years.
The release of the video forced the resignation of Police Superintendent Garry McCarthy and led to an ongoing civil rights investigation of the entire Chicago Police Department by the U.S. Department of Justice. He also said the Police Department will double the number of stun guns available to officers – from 700 to 1,400 – as he works to restore public trust in the police force and his administration.
Truth be told, if this police killing scourge was impacting the white community in Chicago, rest assured, this situation would never be tolerated.
The department has once again come under scrutiny in recent days after police killed two more of the city’s African American residents after a father called for help with his “mentally disturbed” son on Saturday.

Police have said no officers or vehicles on the scene were equipped with one.
