Chicago police to get 1400 stun guns, conflict training

The mayor and Police Department have been heavily criticized since the city last month released video footage of a white officer shooting a black teenager 16 times in 2014. The police referred to LeGrier, a college student, as “a combative subject”.
The demonstrators say they will continue to come come to the mayor’s house and they will shut down Chicago’s financial district on Dr. Martin Luther King’s birthday.
After that incident, Emanuel cut short a vacation in Cuba and returned to Chicago. It was unclear if the mayor or his family were home.
Last month, after much opposition from the mayor, a judge ordered a video of the October 2014 shooting of a young African American man by a white police officer.
The mayor’s office statement did not specifically mention the McDonald shooting or another shooting over the weekend in which Chicago police killed two people: 55-year-old Bettie Jones, who police said was shot accidentally, and 19-year-old Quintonio LeGrier.
Critics have accused Emanuel of keeping the video under wraps until after he won a second term in April. He said that “force should be the last option and not the first choice”.

And yet, there were no arrests, and not one officer fired a shot, even though there were reports of gunshots heard prior to the police arriving.
“There’s a problem that has to be addressed”, Emanuel said. But the experts said no training or equipment will make a meaningful difference without effective supervision, policies and accountability. The Chicago department looked to cities like New York, Seattle, Cincinnati, Cleveland and Portland, Oregon, for best practices, Emanuel said. Protesters also have called for Emanuel to resign.
Cook County prosecutors were not available for comment after the arraignment. Van Dyke, who is charged with murder, pleaded not guilty Tuesday.
McDonald’s great uncle, Marvin Hunter, said after the hearing that Van Dyke’s trial should be televised to ensure fairness.
Van Dyke, who is no longer being paid, has been free since posting bond.

He faces six murder charges and one count of official misconduct over the killing of Laquan McDonald, 17. The officer was at least 20 feet away from the building when he opened fire, Foutris said.
