CHICAGO (AP) – Chicago police fatally shot a 19-year-old man and 55-year-old woman over the weekend, again putting a spotlight on one of the nation’s largest police departments and raising questions about whether its officers are too quick to use deadly force.
He said he called the police, and warned his neighbour Bettie Jones, who lived on the floor below, about what was going on.
The department said in a statement that officers “were confronted by a combative subject resulting in the discharging of the officer’s weapon”.
LeGrier’s neighbor, Bettie Jones, was also shot and killed during the incident.
High-profile killings of black men by police officers since mid-2014 have triggered waves of protest across the country and fuelled a civil rights movement under the name Black Lives Matter. The death and video released in November have stirred protests and calls for charges against police as well as the resignation of Chicago Mayor Rahm Emanuel.
“There are serious questions about [the] shootings that must be answered in full by the Independent Police Review Authority’s investigation”, Emanuel said Sunday.
Ten minutes later on police radio: “Shots fired out here, shots fired, shots fired!” Squad-car video of the fatal 2014 shooting, released last month, set off protests and calls for Emanuel to resign.
Janet Cooksey, Legrier’s mother, told local news channel CLTV her son had recently been suffering from mental illness.
A statement from Mayor Rahm Emanuel’s office said Emanuel and Interim Police Superintendent John Escalante will have a news conference at 2 p.m. Wednesday to announce “a major overhaul” of the policy regarding how officers respond to incidents and the use of force.
More than a decade ago, the Chicago Police Dept created a crisis intervention team which included officers who specialize in responding to calls involving mentally ill individuals.
It’s clear that at least one police officer opened fire early Saturday at a two-story home on Chicago’s West Side.
The shootings have increased tensions in the city after the mayor was forced to release a police dashboard camera video that showed 17 year old Laquan McDonald shot 16 times by a police officer in 2014.
The Chicago PD will double the number of Tasers deployed to 1,400, as well as training the officers to use them properly, Emanuel said, thanking the city’s black and Hispanic leaders for their push for more Tasers.
Attendees at the vigil for Ms. Jones remembered her as a mother of five and a bakery employee who participated in neighborhood organization Action Now, and had just hosted Christmas dinner.
CBS 2 has been told an IPRA investigator wanted to visit the shooting scene Tuesday afternoon, but the Jones daughters were downtown, their home was locked up and that appointment will be rescheduled.
Spokeswoman Kelley Quinn says in a statement that the mayor plans to “continue the ongoing work of restoring accountability and trust in the Chicago Police Department”. Police received more than 130,000 “emotionally disturbed persons” calls past year – 23,000 more than in 2011, according to The Associated Press.

However, attorney Larry Rogers Jr., representing Jones’ family, said at a prayer vigil on Sunday that there may be a video from a house under construction across the street, and that police footage may exist.
