China denies activity around shoal

The US says it has no position on the territorial disputes but wants to ensure freedom of navigation.
Beijing has rejected the ruling and continued its activities. They follow 10 smaller vessels, the first of which Japan delivered in August.
The dispute has become more significant since the Permanent Court of Arbitration ruled in July that no country had sovereign rights over activity at Scarborough Shoal, a traditional fishing ground for Chinese, Filipino and Vietnamese.
Japan’s deal with Manila came as a spat between the Philippines and the U.S. dominated the first day of the Association of Southeast Asian Nations summit. China has refused to recognise the ruling.

“We won in the arbitral court, but we could not enforce it, how can we explain that to our own fishermen?” said the official, who declined to be identified.
