China Is Setting Up Its First Military Base in Africa

During the summit, the Chinese side, upon the requirements of both sides, will put forward a package of new initiatives to support the development of Africa and deepen China-Africa practical cooperation, thus lifting China-Africa cooperation to a new high.

A meeting of the Inter-Ministerial Committee (IMC) on South Africa’s hosting of the Johannesburg Summit of the Forum on China-Africa Cooperation (FOCAC) took place in Cape Town on Tuesday, 24 November 2015, to discuss the latest developments pertaining to the programme and logistics of the Summit.

President Xi Jinping will pay a state visit to Zimbabwe from December 1 to 2 and then to South Africa from December 2 to 5, when he will chair the Johannesburg Summit of the FOCAC. Since then China-Africa trade has continued to rise, and is expected to hit $300 billion this year, though it is a highly unequal trading relationship in China’s favor.

“The base also gives China an airfield that could significantly improve its intelligence gathering capabilities over the Arabian Peninsula, Egypt, Eastern Libya and well into Central Africa”. China has diplomatic ties with 50 African countries till now. “If China establishes itself as a fellow protector of the global commons, then it certainly increases its stature”.

In 2006, little attention was paid to China’s role in Africa, and the extent of the first FOCAC summit – attended by the leaders of 48 countries – caught many by surprise. China has issued its 13th Five Year Plan, in which its development notion is characterised by Innovation, Coordination, Green Development, Openness and Sharing.

Commander of U.S. Africa Command Army Gen. David Rodriguez confirmed the news that China is set to begin building its first post in Djibouti, a country on the Horn of Africa, which sits strategically at the mouth of the Red Sea, The Hill reports.

China has somewhat of an advantage in competing for business in Africa because it does not have any intention or desire to impose its values on the locals or their governments.

China has a major economic presence in the area, so moving beyond agreements to temporarily make use of other bases makes sense.

As China remains stable socially and economically and deepens its reform and opening-up policy, it will also bring opportunities for others’ development and cooperation.
