Washington and Seoul are seeking support from Beijing, Pyongyang’s main ally, for tougher sanctions against North Korea for its February 7 rocket launch and January nuclear test.
North Korea says it is developing nuclear weapons for self-defense and has the sovereign right to launch satellites as part of a peaceful space program.
