Standing in front of a green John Deere tractor, Clinton introduced the plan Wednesday at an Iowa community college. Money to help farmers who are starting out and for farmers markets and local foods would be doubled under her plan.

Democratic presidential candidate Hillary Clinton vowed to enact gun laws to “balance Second Amendment rights with preventive measures and control measures”, hours after two TV journalists were fatally shot live on the air in Virginia. A copy of the plan, which was made available by the campaign, showed that Clinton promises to improve rural economic investment, increase agricultural production, promote clean energy and increase access to health care and education.

Roughly 46 million U.S. residents – about 15 percent of the population – live in rural areas that “lie at the heart of what makes this country great” but “despite their critical role in our economy, too many rural communities are not sharing in our nation’s economic gains”, Clinton’s campaign said. Clinton’s campaign did not say how much her proposals would cost or how she would pay for them.

Clinton pledges to invest in rural business and infrastructure by expanding tax credits and grants.

Clinton will also pitch strengthening the Renewable Fuel Standard, a federal rule that requires gasoline to be comprised of up to 10% in renewable fuels.

“We’ve had so many bad instances of it in the last two years, but it happens every day“, the 2016 Democratic front-runner said.

After a weekend off, the specifics she’ll tout – even with former Iowa Gov. Tom Vilsack’s endorsement – will be overshadowed by a growing set of challenges: Unending inquiries about her private email server and the possibility of a primary challenge from Vice President Joe Biden.
