When used in documents, the capital “C” marks paragraphs that are “Confidential”, the lowest tier of classified information.
According to the report, Clinton said “she did not pay attention to the “level” of classified information and took all classified information seriously”.
In a summary of its investigation of Hillary Clinton’s email use while Secretary of State, the FBI revealed that Hillary Clinton was a massive fan of BlackBerrys.
She told Federal Bureau of Investigation agents that Powell’s advice did not figure in her decision to use a personal email account rather than a government account.
“I got around it all by not saying much and not using systems that captured the data”, Powell said.

Presented with the email by the FBI, Clinton said she intended for Sullivan to remove the State Department letterhead and provide unclassified talking points. The new referral, which aims to again involve the FBI, asked the Justice Department to “investigate and determine whether Secretary Clinton or her employees and contractors violated statutes that prohibit destruction of records, obstruction of congressional inquiries and concealment or cover up of evidence material to a congressional investigation”.
